This underlines the seriousness of the fact that the PMO is supportive
of the investment but in state the congress is against the project in
general. Simaltaneously, one needs to understand what exactly is
the people's motivation for the project in that region.
There are reports that in KalingaNagar is witnessing struggles
between pro-POSCO and anti-POSCO groups. There have been reports
in that area from quite some time that pro-POSCO activists have been
victimized and boycotted in their homes.
Strictly speaking, the anti-POSCO activists are violating law and
order in that area. But unlike Nandigram, the state is dealing with
this in a different manner. There has also been a court order which
has asked the state GOvt to provide secuirity to the people there.
Also, one tends to overlook the fact the land is rightfully that of the
Govt. but people have been enroaching over it. The previous point
is a question mark since, Govt records are liable to be misleading.
It is important for the state of Orissa to provide right education
on the benefits of project to the people and provide
comprehensive rehabalitation according to the policy. I'm sure
though, that due to the immense media attention, scope of
irregularities will be miniial.
A case to the point is the resolution of the blockade due to death
of one of the injured recetly. The person has been considered in
the death list and he will be provided corresponding compensation.
Perhaps, well meaning executives, can actually try to provide
feedback which can be used resolve this problem. Otherwise, the
situation might escalate into full-scale withdrawal of POSCO
which would have detrimental effect on the state's investment potential.

This Govt does not have a united face. But if the PMO puts its hand in the matter, mostly the hurdles from the center (i.e the kandadhar mines) are expected to be smoothened....
Regarding encroacher , I'm sure that Govt is ready to provide compensation provided they are ready to negotiate.
Personally, I would nt professional protestors into these areas.
