Nandigram Violence - Any solutions?

This editorial raises some very interesting questions. I'm not sure i see the answers, but these are my two pence thought on this.

Personally, i see the following questions on the industrialization policy.
  • What is cost of land being acquired?
  • Is the compensation adequate?
  • Who are the people who need to be compensated for the displacement?
  • What should be the mode of compensation? (Cash or Kind)
  • How should this deal be negotiated?(Between the farmers and Govt or between farmers and the industry).
The above article does a fine job of determining the people to be compensated. It defines two things

1. People who own the land.
2. people who don't have clear deeds but work there from a longtime(due to faulty records).
3. Temporary workers.

Regarding cost of land, Today the Govt determines that for x amount of land y amount value has to be paid. The rest is end of story. This might need to change.

1: Government should contemplate paying market value of the land as opposed to Govt value.
2: It should also provide equity shares of the corporation which is taking over land so that the person whose land is being acquired also gets a stake in progress of the industry.
3. Educational expenses for the above family should also be borne by the industry coming up.


The best approach for fixing market value should be that the Government acts as a facilitator between the industry and stakeholders.
